Reporting to the College of Education Dean, the Business Manager advises the Dean, Associate Deans and Chair in a wide range of financial matters. A high level of confidentiality is required. Responsible for developing financial strategies, forecasting capital, facilities and staff requirements, identifying monetary resources and developing action plans. Will monitor financial performance by preparing and overseeing the budget, analyzing results, initiating corrective actions and minimizing the impact of variances. 1. Lead College wide financial operations, including short term and long-term budget planning, capital planning and responsible for maintaining and insuring financial position of College; advising on the fiscally responsible use of College resources * Monitor, review, audit, financial activities of the College of Education (COE) to ensure budgetary, procedural and/or regulatory compliance; monitors spending and provides regular analysis and projections * Manage revenue streams including gifts and grants *Financial reporting management and budgetary responsibility for the COE *Manage and direct the budgetary functions and financial operations of the COE *Provide timely and accurate financial data reports to COE senior leadership *Direct and oversee COE financial operations *Oversee the Centennial School audit by preparing financial information including cost study, communicating with auditor, respond to questions and resolving issues; anticipate problems and challenges, address proactively *Represent the COE in discussions with senior University finance administrators; advocate for the financial position of the College *Review and approve COE financial/payroll/budget transactions for processing *Collaborate with other offices throughout the University *Research and analytics to ensure consistency in financial approach and reporting *Oversee the financial operations of Lehigh University Autism Center and Center for Promoting Research to Practice
2. Strategic planning and analysis for College and disaggregated units *Develop detailed financial data to project current and future revenue and expenses * Develop financial strategies and objectives to facilitate business decisions that insure a strong financial position for the College * Develop, analyze and interpret statistical and accounting information to appraise profitability, capital expenditures and performance against budget *Development and implementation of strategic vision and plans * Analyze and interpret budget trends and financial data of the college; analyze non-financial data as needed * Design analytical reports for distribution and review *Consolidate and synthesize the financial information and data in a format that targets the appropriate audience *Develop multi-view budget trends and projections * Manage and analyze revenue streams; make recommendations
3. Manage and contribute to the budget process and the formation of finished financial documents and budget submissions *Manage the budget process, salary budget, merit process, the annual tuition and fees review and submission for the COE * Advise and provide guidance to the Chair and Associate Deans with financial planning and budgeting by providing accurate financial data in support of the COE *Guide the Department chair and center Coordinators in the creation of annual budgets *Monitor salary budgets, provide analysis and recommendations to the Dean *Develop and implement College procedures related to budgets and resources allocations
4. Financial management of Research Grants *Review and ensure compliance within budget parameters *Projects outcomes of various budget scenarios *Advise and make recommendations to faculty to ensure that grant budgets are balanced and that spending aligns with grant budget scenarios *Collaborate with the Office of Research and Sponsored Programs to ensure compliance *Provide status reports on grants to Faculty Investigators to support decision making
5.Serve as COE liaison with Human Resources on all HR matters as it relates to finance *Manage, process and provide fiscal oversight for all payroll and personnel actions *Assists with employee separation to ensure that asset management and financial management items are properly closed and released *Work with Human Resources to stay informed of employment policies, procedures and new initiatives *Provide guidance and assistance to hiring supervisors in regards to compliance and documentation throughout the employment process *Advise the Dean in matters of law and contracts; hiring, reorganization, job elimination policies, acceptable accounting practices and best practices in doing business *Manage staff hiring activities including position evaluation and recommendations for salary determinations *Manage the documentation, dissemination plans and training programs for policies and procedures related to staff professional development * Advise the Dean on administrative matters, University procedures, rules and exceptions in a broad range of areas *Participate in the documentation, dissemination plans and training programs for policies and procedures *Directs and participates in recruitment and selection process for departmental staffing *Coordinates position evaluations, job content, salary determinations and other employment decisions

Qualifications
Bachelor's Degree in Business, a related field or the equivalent combination of education and experience
Five to eight years related work experience
Strong organizational, analytical and interpersonal skills
Efficiency, exhibited strong financial and analytical skills
Experience in higher education budgeting and/or financial modeling and forecasting
Exercise discretion and maintain confidentiality in carrying out responsibilities
Excellent communication and interpersonal skills
Successful completion of standard background checks including but not limited to: social security verification, education verification, national criminal background checks, motor vehicle checks, PATCH, FBI fingerprinting, Child Abuse Clearance and credit history based upon the requirements of the position
