Rutgers, The State University of New Jersey, is seeking a Business Manager III, Supervisor for IP&O-Budget & Accounting. This position will be reporting to the Assistant Director, Payroll & Business Service for Intuitional Planning & Operations (IP&O). Overseeing centralized payroll service unit , the Business Manager III Supervisor, provides business oversight and oversees activities including planning, payroll accounting and Kronos financial systems. This position provides centralized services to the Division of Intuitional Planning & Operations (IP&O). Supervises 3+ full-time staff time employee; also serves as an additional point person for other non- IP&O University departments.
Among the key duties of this position are the following:
Oversees and directs the centralized IP&O payroll group. Responsible for directing the payroll daily activities and staff.
Manages the payroll reconciliation and approval workflow process for approval of weekly payroll. Manages weekly reconciliation process on payroll export from timekeeping system vs converted payable T&L prior to authorizing approval on time in system.
Documents and maintains department policies and procedures and communications to support staff, supervisor, employees, etc.
Works with internal IP&O units including IT Services, Financial services and University Payroll and/or OneSource as needed to ensure payroll processes are calculating and running accurately and ensuring all staff are being paid correctly.
Handles Employee Charging Instructions (ECI's) for IP&O employees.
Verifies processes to ensure ECI changes align with Kronos People recorded information.
Works with various departments within IP&O on system changes.
Responsible for communications, creation of process reference guides & training.
Reviews release notes for system enhancements and new functionality.
Responsible for keeping up with the new enhancements/functionality.
Works with University Payroll, University HR, internal IP&O IT support and leads all end user communications.
Acts as a point of contact for Kronos system data request associated with grievances, litigations and/or OPRA request.
Provides advice on best practices for system configuration and changes.
Monitors, maintains system configurations and leads system changes related to union contract changes.
Ensures managers have necessary training and are using the application appropriately.
Oversees personnel management activities, including payroll, performance evaluation programs and staff compensation programs, and assists in resolving personnel issues.
Ensure staff members receive timely and appropriate training and development.
Establishes and monitors staff performance and set objectives, establish priorities and conduct annual performance appraisals.
Assigned other payroll related duties and/or projects as needed by management.
Minimum Education and Experience:
A bachelor's degree in accounting, finance, business administration, human resources or related field.
A minimum of five years of relevant professional experience and supervisory experience.
Required Knowledge, Skills, and Abilities:
Excellent communication skills, computer literacy, and presentation skills.
Experience working in Higher Education Experience in payroll policies, human resources labor agreements and/or business operations. Experience working with Kronos Timekeeping System
