JOB DESCRIPTION:
This position manages and assists the department head in overseeing and administering the fiscal, office operations, human resource and data management responsibilities of the Agricultural Leadership, Education and Communications (ALEC) department, which includes the UTIA Smith International Center. The position assures policy, procedure and compliance in financial, grant and contract operations. Position manages and oversees all financial business operations within the unit, including budget oversight and reconciliation and grant and contract activities. Position provides accounting and financial control in the ALEC department by maintaining financial records, budget analysis and forecasting, managing expenditures and accounts payable for departmental gifts, contracts and grants. Performs accounting duties that require specialized knowledge, experience and abilities. The position manages the hiring process and payroll functions for departmental staff and faculty in conjunction with UTIA Human Resources and is responsible for entry of all human resource e-forms (recurring payment, termination, funding change and additional pay). Position is a reviewer and has approval authority of IRIS transactions as delegated by the department head. Provides requested documentation in the event of an audit. This position supports departmental personnel and programs involving extension/outreach, teaching, and research. Oversees the work of all departmental support staff, as it relates to financial and budget matters. Works in coordination with the UTIA budget directors - Extension, AgResearch, and Herbert College.
Manages departmental budget and financial operations Has approval authority, in conjunction with department head on financial, budget, and/or related business activities (both signatory and electronic). Manages and performs departmental financial operations, including business functions and data entry activities (purchase requisitions, NCJ justifications, accounts payable, accounts receivable, procurement card, internal transfers, misc. reimbursements, etc.). This includes assigning G/L types per expenditure and suggesting cost center or WBS elements. Provides guidance and direction to faculty and staff regarding UT Fiscal Policy and Procedures assuring that all departmental financial operations are in compliance Organizes and maintains financial records, including grant proposals, awards and gifts. Monitors planning, expenditures, and budget; makes recommendations to the department head and initiates all financial transactions Maintains, forecasts and reconciles departmental financial ledgers Provides financial control information to the department head and faculty regarding unrestricted (E account) funding Monitors and reports to the department head and principal investigators regarding the status of departmental, gift and contract/grant funds. May evaluate and develop new and/or revised internal procedures for departmental financial operations Trains and oversees the work of all departmental staff as it relates to financial and budget matters Manages and coordinates pre-award administration by working with Office of Sponsored Programs and departmental PIs on grant budget development Manages and coordinates post-award administration and financial controls for the department. Works with the UTIA Sponsored Projects office to request advanced accounts on awarded sponsored projects Controls expenditures on departmental funds, grants and contracts. Assures that expenditures on sponsored research accounts, grants and contracts comply with agreement terms and budgets Monitors and manages financial activity budgets on awarded sponsored research agreements providing data to PIs, the department head, and/or staff as needed Tracks and maintains salary expenditures and benefits costs for employees paid from awarded sponsored research accounts - assures timely execution of required changes/transfers to comply with UT cost transfer policies Provides financial control information and analysis of available funds upon request to the department head and faculty regarding sponsored projects/accounts Researches and analyzes transactions, preparing them when needed, assuring that grant and contract accounts are spent out appropriately and in the proper time frame. Works with UTIA post-award grants and contracts offices to troubleshoot problems, correct non-compliance, and execute financial close-out of sponsored projects Manages and coordinates hiring, payroll functions and operations for the department. Has approval authority, in conjunction with department head, on payroll related business activities (both signatory and electronic) Reconciles monthly/biweekly payroll reports for accuracy Provides payroll reporting from IRIS delivering requested information to the department head and departmental faculty upon request Responsible for completing initial hire/rehire employee paperwork and special payment requests Initiates departmental personnel actions (recurring payments, pay funding changes, terminations and additional pay) Maintains the annual equipment and facilities inventory Compiles information for the annual funds and manpower allocations and reports detailing federal appropriations within the department and submits to AgResearch
