Business Manager- Joint Institute of Advanced Materials

The Joint Institute of Advanced Materials (JIAM) at the University of Tennessee, Knoxville invites applications for the position of Business Manager. This position is classified as salary grade 40. JIAM hosts material- related research of more than 40 associated UT faculty and ORNL scientists representing multiple departments at both institutions. The position of Business Manager manages business, financial, budgeting and administrative operations. This position carries full signature authority delegated by the JIAM Director for fiscal and human resource related matters.
Financial Management *Oversees the unit's budget and accounts for research and non-research expenditures and income accounts. *Maintains full responsibility for all business and financial operations, including general ledger accounting, accounts payable and receivable, procurement, research administration, equipment inventory, facility space inventory and billing and accounting related to Core facilities and recharge centers. *Responds in timely manner to deadlines required to support planning and work flow with Sponsored Projects Accounting, Office of Research and Engagement, academic Colleges and Departments, and other University entities. *Manages subordinate JIAM business and accounting staff engaged in activities related to budgeting, accounting, HR and procurement. *Communicates with ORE Assistant Vice Chancellor for Finance and Administration to assure coordination with ORE plans and objectives. Financial Oversight of Core Facilities *Ongoing financial oversight of the core facilities utilizing Stratocore software inclusive of establishing and updating the pricing for each core facility broken out by internal, not for profit and commercial user groups within the application. *Ensuring that scheduling of core usage is appropriately tied to the correct user group, principal investigator and sponsored program. *Establishing and approving new accounts, new users and new services for each core facility. *Terminating accounts, users and services as necessary and appropriate. *Monthly invoicing of all core usage to all user groups *Reconciliation of invoices to the facility schedule and pricing tiers. *Continuous interaction with principal investigators, core facilities users and the core facilities Director on any issues impacting the financial operations of the core facilities. *Continuous interaction with Sponsored Programs Accounting on any issues impacting charges posted to sponsored accounts.
Standard and On Demand Report Generation *Timely and accurate generation and dissemination of standard and on demand reports for use by JIAM as well as other administrative and academic units across UT and ORNL. *Developing and maintaining procedures to improve accuracy and efficiency of data querying, report generation, and data dissemination processes. *Organizing results and conclusions for presentation to multiple audiences. Preparing presentation slides for use by leaders within JIAM, ORE and other constituent units.
Human Resources Management *Oversees Human Resource functions to include creating and modifying positions, appointment of new employees, promotions of current employees, and termination and retirements. *Interfacing with central Human Resources on issues pertinent to policy interpretation, legal guidance and conflict resolution. Financial and Operational Interface with Oak Ridge National Laboratory *Performs other related duties as required to support collaborative R&D with Oak Ridge National Laboratory and other universities and industry partners.
