SALARY AND BENEFITS
Salary is commensurate with training andexperience. This position manages and has approvalauthority over all departmental business, financial, budget and otheradministrative functions within the Family and Consumer Sciences (FCS)department with a portfolio of over $8 million. The position assures policy,procedure and compliance in financial, grant and contract operations. Positionmanages and oversees all financial business operations within the unit,including budget oversight and reconciliation and grant and contractactivities. Position provides accounting and financial control in the FCSdepartment by maintaining financial records, budget analysis and forecasting,managing expenditures and accounts payable for departmental gifts, contractsand grants. Performs accounting duties that require specialized knowledge,experience and abilities. The position manages the hiring process and payrollfunctions for departmental staff and faculty in conjunction with UT ExtensionHuman Resources and is responsible for entry of all human resource e-forms(recurring payment, termination, funding change and additional pay). Positionis a reviewer and has approval authority of IRIS transactions. Serves as backup for travel expense reviewfor FCS personnel in 95 counties and Accounting Specialist II positions on anas-needed basis due to vacancy and/or absence. Provides requested documentationin the event of an audit. This position supports departmental personnel andprograms involving extension/outreach and research. Supervises departmentalaccounting staff and oversees the work of all departmental support staff, as itrelates to financial and budget matters.
SSManages departmental budget and financialoperations for financial portfolio of over $8 million annually.
SSHas approval authority, in conjunction withdepartment head on financial, budget, and/or related business activities (bothsignatory and electronic).
SSManages and performs departmental financialoperations, including business functions and data entry activities (purchaserequisitions, NCJ justifications, accounts payable, accounts receivable, procurementcard, internal transfers, misc. reimbursements, etc.). This includes assigningG/L types per expenditure and suggesting cost center or WBS elements.
SSProvides guidance and direction to faculty andstaff regarding UT Fiscal Policy and Procedures assuring that all departmentalfinancial operations are in compliance
SSNegotiates contract terms with outside agencies
SSOrganizes and maintains financial records,including grant proposals, awards and gifts.
SSMonitors planning, expenditures, and budget;makes recommendations to the Assistant Dean and initiates all financialtransactions
SSMaintains, forecasts and reconcilesdepartmental financial ledgers for approximately 60 accounts
SSProvides financial control information to thedepartment head and faculty regarding unrestricted (E account) funding
SSMonitors and reports to the Assistant Dean andprincipal investigators regarding the status of departmental, gift andcontract/grant funds.
SSMay evaluate and develop new and/or revisedinternal procedures for departmental financial operations
SSSupervises departmental financial bookkeepingstaff and oversees the work of all departmental staff as it relates tofinancial and budget matters
SSManages and coordinates pre-awardadministration by working with Office of Sponsored Programs and departmentalPIs on grant budget development
SSAssists principal investigators in financialbudget preparation on pre-award grant and contract proposals, which includesverifying benefit rates and budget totals to process grant proposals and contracts.Contracts include both Accounts Payable and Accounts Receivable
SSManages and coordinates post-awardadministration and financial controls for the department.
SSWorks with the UTIA Sponsored Projectsoffice to request advanced accounts onawarded sponsored projects
SSControls expenditures on departmental funds,grants and contracts. Assures that expenditures on sponsored research accounts,grants and contracts comply with agreement terms and budgets
SSMonitors and manages financial activity budgetson awarded sponsored research agreements providing data to PIs, the departmenthead, and/or staff as needed
SSTracks and maintains salary expenditures andbenefits costs for employees paid from awarded sponsored research accounts -assures timely execution of required changes/transfers to comply with UT costtransfer policies
SSProvides financial control information andanalysis of available funds upon request to the Assistant Dean and facultyregarding sponsored projects/accounts
SSResearches and analyzes transactions, preparingthem when needed, assuring that grant and contract accounts are spent outappropriately and in the proper time frame.
SSWorks with UT Institute of AgricultureExtension post-award grants and contracts office to troubleshoot problems,correct non-compliance, and execute financial close-out of sponsored projects
SSManages and coordinates hiring, payrollfunctions and operations for the department.
SSHas approval authority, in conjunction withdepartment head, on payroll related business activities (both signatory andelectronic)
