Business Manager Early Learning Center for Research and Practice
The purpose of this position is to assist the Director in overseeing and administering the fiscal, office operations, human resource, academic, data management, and program responsibilities of the Early Learning Center for Research and Practice (ELC). As delegated by the Director, this position carries full signature authority for specific fiscal and human resource related matters of the department. The breadth of responsibilities is such that decisions made by this position can have far-reaching and long-term impact on the continued success of the Center by affecting its ability to strategically plan, to meet fiscal objectives, to maintain fiscal and administrative integrity, to promote a meaningful working relationship with both internal and external constituencies, to support and assist mentoring teachers, faculty and staff with all areas of the mission of the program, to acquire and report information and data associated with academic and research programs, and to comply with relevant federal and state regulations and statutes, and university policies and procedures.
Duties and Responsibilities include: *Financial Accounting oApproving financial/accounting transactions at Center level. oPreparing annual budgets for department. oRepresenting the ELC at budget hearings, meetings, etc. oManagement and oversight of all accounts including endowed and non-endowed gift accounts, income accounts, and research accounts. oEvaluating all accounts to determine need for fiscal year carryover. oManagement and oversight of revenue and expenses. oSupervising and coordinating accounting activities of the Department. oServing as financial policies/procedures resource. oOriginating and sending correspondence associated with financial matters. oMaintaining accuracy of all financial files and records. oSolving a wide-range of financial/business-related problems. *Human Resource Management oApproving all personnel actions for staff & students within the Department, both signatory and electronic. oIn conjunction with Director, conducting searches to fill vacancies. oSupervising administrative staff, assigning responsibilities while ensuring a balanced workload and cross-training opportunities. oCoordinating staff schedules for administrative staff; approving leave and planning for reception coverage as needed. oConducting performance evaluations for direct reports, setting goals, and implementing corrective action when warranted. oWriting/developing position descriptions. oCoordinating and tracking Graduate Assistantship position assignments. oProviding and implementing solutions to HR-related problems. oOverseeing and conducting training for personnel. oServing as HR policies/procedures resource. *Data Acquisition & Analysis oCoordinating and providing accurate records for accreditation reviews, licensing requirements, and academic programs. oPreparing reports on budget expenditures & projections, etc., for Director use for decision-making purposes. oCollecting and analyzing data necessary for annual budget preparation & reporting, routine annual audit assessments, space inventory surveys, etc. oMaintaining departmental databases for all areas of the program, including child and family information, graduate students and office assignments. *Operational Administration oMaking recommendations to the Director regarding allocation of personnel, fiscal, and physical space resources to meet program administration needs. oMaking recommendations to the Director regarding facility needs (furnishings, repairs, construction, etc.). oDirecting and implementing facility-related projects in conjunction with UT Facilities Services and external entities. *Customer Service oManaging schedules of the administrative staff. oTraining administrative staff and supervising customer service to families, students, staff, and others served by the ELC in the broader community.
Knowledge, Skills and Abilities * Knowledge and mastery of standard accounting principles (GAAP). * Professional integrity, including a thorough understanding of confidentiality. * Communication and interpersonal skills sufficient for effective interactions with a broad range of individuals. * Effective organizational, prioritization, and problem-solving skills. * Effective supervisory, time management, stress management, and conflict management skills. * Proficiency with common office and database software. * Ability to multi-task. * Ability to lead a team. * Knowledge of IRIS (SAP), Banner, ADMIT, Nolij, Argos, Cayuse SP, Taleo preferred. * Knowledge of UT's fiscal and human resources policies and procedures preferred. * Knowledge of Graduate School policies and procedures preferred.
