Pay Grade: 41 (Full-time Position) Under the supervision of the Director, the business manager will be responsible for oversight of activities related to securing external funds to facilitate the Office's continued growth. S/he also will provide oversight of all expenditures and obligations of the unit's financial resources. Candidate should have demonstrated skill and experience in grant and contract development and management, fiscal management, and interpreting and applying state and federal regulations, and university policy relative to sponsored research.
Work with SWORPS senior leadership and program staff to produce sufficient number and quality of prospects; to produce extensive funding opportunities and generate proposals for external funding.
Develop or supervise the development of all proposals, budgets, reports, and other ancillary materials.
Manage existing grants and contracts by: tracking grants and contracts; developing internal reporting systems; maintaining excellent historical records; working with staff to ensure each project or program is meeting proposal and contract conditions and expectations.
Work with senior leadership and program staff to ensure an accurate, timely, efficient and transparent process for the entire grant/contract life cycle from proposal to closeout.
Work with senior leadership and program staff to develop and maintain all grant and contract agreements and MOUs pertaining to grant awards.
Serve as the resident expert on grant compliance and interpretation of Uniform Guidance and all applicable regulations, policies and procedures. Interpret applicable university regulations and translate into operational policies as required.
Manage the business, financial, budgeting, administrative, and record-keeping for all grants and contracts received to ensure accurate financial reporting and procedural compliance.
Oversee all grant and contract budgets and accounts with full responsibility for all business and financial operations. Meet regularly with the SWORPS Director and program managers to review budgets and expenditures.
Provide on-going grant administration and organizational policy training to program and finance staff.
Develop and maintain a basic grant-making manual and communicate appropriately with staff concerning policies and procedures and updates.
Liaison with UT Office of Sponsored Programs and Sponsored Projects Accounting.
Oversee all SWORPS human resource functions.
Hire, train and supervise fiscal, human resources, and grant writing staff.
Perform other related duties as required. Knowledge and Skills
Knowledge and familiarity with techniques for identifying prospective sponsors for program evaluation and social service outreach programs.
Experience with budget development and monitoring with UT IRIS.
Knowledge of contracts and agreements.
Knowledge and familiarity with Federal Uniform Guidance, documentation to ensure compliance, and key financial and operational best practices.
Knowledge of institutional forms and processes related to grants and contracts.
Knowledge of various internal financial tools to generate monthly budget reports.
Excellent oral and written communication skills.
Excellent computer skills with all Microsoft Office programs, CAYUSE.
Excellent problem solving skills.
Experience with completing various federal, state, and local sponsor application packages for proposal submissions.
